Does the download button say GIF anywhere?
No — it's labeled the same as any other video download, because under the hood a tweet's GIF is one. The result still loops and autoplays like a GIF when you open it.
My old software only accepts .gif files, what now?
Download the MP4 here, then convert it with any video-to-GIF tool (ffmpeg, an online converter, or a desktop app) — that conversion is a separate step this tool doesn't do, since almost nothing actually needs a true .gif anymore.
