Getting a downloadable file means fetching every segment the playlist points to and joining them into one MP4 — which is what happens automatically here.
Regular tweet videos (not lives) usually do have a direct MP4 available at multiple qualities, so those download even more directly — same end result either way: one MP4 file, no playlist.
