A live on X is not a normal tweet video. While it runs you can watch it here. When the host stops, the replay becomes a downloadable MP4 if X still hosts it.

Paste a tweet that has a live, or a /i/broadcasts/ link. During the stream you get a player. After it ends, quality buttons appear (often 1080p, 720p, 360p, 240p).
Long broadcasts take longer because the HLS stream is remuxed into one MP4. If the live was private, deleted, or never given a replay, there is nothing to save — same limit as the public page on X.

The replay is many small segments. They have to be joined into one MP4 before the download starts.
